تحذير أممي لمرتكبي الجرائم بأفريقيا الوسطى

حذرت الأمم المتحدة الجماعات التي ترتكب أعمال عنف في جمهورية أفريقيا الوسطى من أن العالم يراقبها وسيحاسب أفرادها، بينما قالت المفوضية العليا لشؤون اللاجئينإن أعمال العنف في هذا البلد الأفريقي أدت إلى مقتل المئات ونزوح عشرات الآلاف.
وقال الأمين العام للأمم المتحدة بان كي مون في خطاب إذاعي "لدي رسالة واضحة لجميع من يرتكبون أعمالا وحشية وجرائم ضد الإنسانية في أفريقيا الوسطى، إن العالم يراقبهم وستحاسبون".
ودعا المسيحيين والمسلمين في جمهورية أفريقيا الوسطى إلى عدم الاستسلام للحقد والانتقام، مطالبا السلطات الانتقالية بحماية الشعب والعمل على عدم وقوع نزاعات جديدة.
وأكد بان كي مون أن منظمة الأمم المتحدة عازمة على مساعدة أفريقيا الوسطى لتخطي هذه الأزمة، مشيرا إلى تعزيز القوة الأفريقية لإعادة الأمن وكذلك إلى الجهود الإنسانية التي تبذلها وكالات الأمم المتحدة.

مئات القتلى
ويأتي خطاب الأمين العامم للمنظمة الأممية في وقت قالت فيه المفوضية العليا لشؤون اللاجئين التابعة للأمم المتحدة إن أعمال العنف في أفريقيا الوسطى أدت إلى مقتل أكثر من ستمائة شخص ونزوح عشرات الآلاف، وفق حصيلة جديدة.
وأفاد المتحدث باسم المفوضية أدريان إدواردز بأن المعارك والعنف الطائفي بالعاصمة بانغي أدت خلال الأسبوع الماضي إلى مقتل 450، إضافة إلى 160 قتيلا في سائر أنحاء البلاد، كما تحدث عن نزوح 159 ألف شخص في العاصمة وحدها.
وأضاف إدواردز أن بين النازحين 38 ألف شخص يقيمون بالقرب من المطار في ظروف صعبة جدا، كما يوجد 12 ألفا غيرهم حول كنيسة القديس جوزف موكاسا لا تصلهم المياه إطلاقا.
وقال مكتب حقوق الإنسان التابع للأمم المتحدة الجمعة إن مليشيا مسيحية قتلت 27 مسلما في قرية بوهونغ الواقعة على مسافة نحو 75 كيلومترا من بلدة بوار في أقصى الغرب.
يشار إلى أن متمردي سيليكا ومعظمهم من المسلمين استولوا على السلطة في مارس/آذار الماضي بعد إطاحتهم بالرئيس فرانسوا بوزيزي، وقام المتمردون بسلسلة من الانتهاكات مما دفع جماعات مسيحية إلى تشكيل مليشيات عمقت بدورها الصراع الطائفي في البلاد.

Opposition parties agree to participate in political process despite rejecting elections results as flawed. 

Opposition parties in Guinea said they would take their seats in a National Assembly, ending a period of uncertainty that began when the the West African nation’s Supreme Court rejected their challenge to September's election results.
Opposition leaders said in a statement on Thursday that they made their decision to sit after consultations with their members, civil society groups and the international community.
"We cannot let this regime take the reins of parliament and the entire administration. This would be a fatal error ahead of the 2015 presidential election," said one opposition leader, Mouctar Diallo, of the New Democratic Forces party.
"If we are not in the Assembly we cannot even initiate a parliamentary inquiry to demand more transparency from the government," he told Reuters.
The Union of Democratic Forces of Guinea and the Union of Republican Forces also said they would participate.
The parties comprise the bulk of Guinea's parliamentary opposition.
President Alpha Conde's party won a September 28 parliamentary election that was seen as a final step in the process of restoring civilian rule after a military coup in 2008.
The Supreme Court confirmed the election results that gave Conde's RPG party 53 of 114 parliamentary seats, which is short of an outright majority. Another opposition party said it would not take part in the assembly.
Opposition parties said the vote was flawed.
The West African state is the world's top bauxite exporter and home to some of the largest untapped iron ore reserves but the post-coup transition has been violent, hampering efforts to attract foreign investors.
More than 50 people were killed in pre-election protests.
The Supreme Court validated the provisional election results in mid-November, at which point opposition parties said they would make a decision whether to participate in the National Assembly.
No date has been set for the Assembly's next session.

 

Spain rejects Catalonia referendum bid

Madrid says an independence referendum would be illegal, moments after Catalonia's president announced it for next year.


Spain's government has vowed to block the region of Catalonia's plan to hold an independence poll on November 9 next year.


"The poll will not be held," Justice Minister Alberto Ruiz-Gallardon told journalists on Thursday, just moments after Catalonia's President Artur Mas announced a deal among regional parties for the date and wording of a referendum.


Ruiz-Gallardon's reaction was later echoed by Spain's Prime Minister Mariano Rajoy, who vowed to block the independence poll.


"As prime minister I have sworn to uphold the constitution and the law and, because of this, I guarantee that this referendum will not happen," Rajoy said during a joint news conference with European Council President Herman Van Rompuy.


"Any discussion or debate on this is out of the question."


Mas announced in the Catalan capital, Barcelona, that the referendum would ask the region's voters if they want Catalonia to be a state and, if so, should it be independent.


Mas did not clarify the distinction between a state and an independent state. However, the questions appeared to open a door for those nationalists who want Catalonia to have the structure of a state but remain a part of Spain, possibly along the lines of Puerto Rico and the United States.


But Ruiz-Gallardon said the referendum would be illegal and would not be allowed.


Spain's constitution says only the central government in Madrid can call a referendum. The government has not said what it might do to prevent a ballot.


Mas said the referendum date was set almost a year away so as to give ample time for negotiations with Madrid on "the way to stage the consultation legally".


Political debate


Polls indicate that Catalans are roughly evenly split on the issue of independence. The European Union and NATO have warned Catalonia it would be excluded if it seceded.


Scotland is staging an independence referendum next year, on September 18. That vote has been approved by the UK government.


Mas began pushing for a referendum after he failed to clinch a better financial pact for Catalonia with the central government in 2012. The referendum proposal got the support of some one million people who turned out at two demonstrations held since then.


The possibility of a region having the right to decide its future has stirred much political debate and raised questions as to whether it is time to reform the 1978 Constitution to ease territorial discontent.


The Basque region, which has traditionally sought greater powers, failed in a bid to hold a self-determination referendum several years ago.


Catalonia is one of the country's most powerful regions and represents roughly a fifth of Spain's $1.5 trillion GDP. Its population of 7.5 million is greater than those of EU members such as Denmark, Ireland or Finland.


The region, like others in Spain, has its own language in addition to Spanish. Its financial powers include some tax collecting rights.


Spain has 17 regions, each with substantial autonomy but with no control over key areas such as defense, foreign affairs, ports and airports, and in the making of national economic and financial decisions

Having drawn 1-1 away to league leaders FC Basel 1893 last time out, third-placed Grasshoppers head into this prestigious match in good fettle. "Getting a point against Basel was a step in the right direction − now we are looking forward to the derby next Sunday," said coach Michael Skibbe. Recep Tayyip Erdoğan Stadium will host a meeting of two sides who have not recorded a win between themselves in recent weeks. Lyon enter 'the battle of the Olympiques' in tenth place, their lowest position after 17 games since 1996/97. Their opponents, in fifth, exited the UEFA Champions League with no Group F points following a 2-1 home defeat by Borussia Dortmund on Wednesday and last weekend lost 1-0 at the Stade Vélodrome to FC Nantes, a result which prompted the dismissal of coach Élie Baup. Speaking before the Dortmund fixture, Marseille president Vincent Labrune said: "The most important game of the week is against Lyon. Losing there can't be countenanced."

Thousands throng to Mandela mourning site

The military plane carrying Nelson Mandela's body has arrived in East Cape province, headed for a state funeral in his ancestral village of Qunu, a 40km journey from Mthatha airport.

Mandela, whose coffin is draped with the national flag, will be laid to rest on Sunday in a private affair barred to both the public and the media.

The journey to the small village started on Saturday shortly after the governing ANC paid its last respects to the man who led it to power, becoming the country's first black president after a long and painful struggle against racist, white-minority rule.

Al Jazeera's Haru Mutasa, reporting from East Cape, said many people in the province viewed Mandela, who rose from a humble background to lead Africa's most powerful nation, as a "source is inspiration" and were eagerly awaiting the arrival of his coffin.

In a keynote address delivered in Pretoria in honour of Mandela, President Jacob Zuma hailed Madiba, the clan name by which the Nobel laureate was known, as a "man of action".

"Since the day our leader passed on, we have remembered him in a very special way. We have received messages of condolences from around the world," Zuma said.

He said Mandela, who joined the ANC in his early 20s, was able to "combine theory and practice", making it easy for him to practise what he preached.

Earlier, Mandela's grandson, Mandla, gave a speech about the former president's long struggle for freedom.

Mandela, who was battling a chronic lung infection for months, died last Thursday at the age of 95.


On Sunday, some 5,000 people, including foreign dignitaries, are expected to participate in a formal, two-hour ceremony beginning at 8am (0600 GMT). 
The funeral procession from the airport to Qunu will be led by the armed forces and Mandela will receive a 21-gun salute and a flyover by the South African Air Force. 
Since his death at his Johannesburg home on December 5, South Africans have turned out in pouring rain and blistering sunshine to say goodbye to the man they viewed as a liberator. 
Tens of thousands packed a soaked stadium in Soweto for a memorial service on Tuesday, which was attended by more than 70 world leaders. 
Up to 100,000 people filed past Mandela's open-casket for the three days it was displayed at the Union Buildings in Pretoria, the seat of government where he was inaugurated two decades earlier.

Crushing disappointment 
Hundreds of people pushed through a police cordon on Friday in a last-gasp bid to see his body before his coffin was closed. 
Outside the perimeter, there was crushing disappointment for tens of thousands of mourners unable to pay their final respects to the man whose journey from prisoner to president transformed South Africa and inspired the world. 
"We really thought this was the day. But again we did not get to see the old man," said Lydia More, 31, who got in line at 7am.
"We just feel empty. It's so sad," she said.

Tunisia parties reach political agreement

Tunisia's ruling Islamist party and opposition parties have reached a deal to name a new prime minister, who will lead a caretaker administration until elections aimed at ending months of crisis.
The deal on a new premier, announced on Thursday, clears the way for the current government to step down later this month and end turmoil that has threatened to upset Tunisia's transition to full democracy three years after its "Arab Spring" uprising.

Under a previous accord brokered by the Tunisian General Labour Union (UGTT), moderate Islamist party Ennahda has agreed to resign once the sides decide on a caretaker cabinet, finish a new constitution and set a date for elections.

Hussein Abbassi, the head of the UGTT, confirmed the deal had been reached after weeks of negotiations, saying that it would be publically presented on Friday.
Transition to democracy

Political leaders did not give any further details, but former finance ministers and central bankers have topped the list of potential candidates for the post leading a technocrat, non-political cabinet meant to end months of deadlock.

The Tunisia Times reported that Abbassi had said he would announce the name of the new prime minister on December 14.

Nearly three years after a despairing Tunisian street vendor set himself on fire, triggering a revolt that ousted autocrat Zine el-Abidine Ben Ali, Tunisia is close to another step towards its transition to full democracy.
There have been months of wrangling with political parties split over the role of Islam in Tunisia, the country's economy is faltering and armed Islamist groups have carried out a series of attacks.

مقتل 17 إيرانيا وهروب جديد لسجناء بالعراق

قتل 19 شخصا 17 منهم إيرانيون وأصيب آخرون في هجوم مسلح في محافظة ديالى شرق بغداد، ضمن أحداث أمنية أخرى قتلت وأصابت العشرات، بينما تمكن أكثر من عشرين سجينا عراقيا من الهروب من سجن الكاظمية في شمالي بغداد بعد أن قتلوا حارسا اليوم الجمعة، في أحدث حلقة ضمن مسلسل الهروب من السجون بالعراق، إلا أنه تم إلقاء القبض على بعضهم في وقت لاحق.
وقالت مصادر الشرطة العراقية بالمحافظة إن مسلحين مجهولين شنوا هجوما على حافلتين تقلان عمالا بشركة إيرانية لمد أنابيب الغاز في ناحية بلدروز التابعة لمحافظة ديالى فقتلوا 17 إيرانيا وعراقييْن كما أصابوا خمسة إيرانيين وعراقييْن بجروح. وأضافت المصادر أن القتلى مهندسون وفنيون.
وجرى الحادث وفق مصادر أمنية بمنطقة الندى القريبة من بلدروز (75 كلم شمال شرق بغداد) مساء بينما كان العاملون يغادرون موقع العمل متجهين نحو مقر الشركة بمنطقة نفط خانة قرب الحدود مع إيران.
وقال مصدر أمني طلب عدم الكشف عن اسمه إن "سيارات الإسعاف هرعت إلى مكان التفجير، وقامت بنقل الجرحى والقتلى إلى مستشفيات قريبة، بينما طوقت قوة أمنية محيط الحادث".
يُذكر أن محافظة ديالى -التي تتوسط الطريق بين العاصمة بغداد والحدود مع إيران- تشهد أحداث عنف متواصلة تستهدف المدنيين والقوات الأمنية.
هروب سجناء
وجاء الحادث بعد ساعات من الإعلان عن هروب أكثر من عشرين سجينا من سجن الكاظمية في بغداد، قالت السلطات إنه جرى اعتقال معظمهم.
وقال المتحدث باسم وزارة الداخلية سعد معن إن 22 شخصا هربوا كان بعضهم يرتبط بتنظيم القاعدة، إلا أنه تمت إعادة اعتقالهم جميعا باستثناء ثلاثة، وأضاف أن أحد السجناء قتل باشتباكات وقعت خارج مركز الاعتقال.
وذكرت مصادر أخرى بالشرطة أن 14 سجينا لا يزالون هاربين وأنه تمت إعادة اعتقال 11 منهم.
وفي توضيح لعملية الهروب، قال حكيم الزاملي العضو بلجنة برلمانية تشرف على أداء أجهزة الأمن إن السجناء تظاهروا بمرض أحدهم وأنه في حالة حرجة ثم استدرجوا حارسا إلى زنزانتهم. وأضاف أنهم سرعان ما تعدوا على الحارس بآلة حادة واستولوا على بندقيته ثم لاذوا بالفرار.
وأدى هجوم منسق في يوليو/ تموز الماضي إلى هروب مئات السجناء من سجن أبو غريب ببغداد في أجرأ عملية من نوعها يشهدها العراق خلال أكثر من خمس سنوات، وأعلن تنظيم الدولة الإسلامية في العراق والشام المرتبط بالقاعدة المسؤولية في حينها.

استمرار الهجمات
وتواصلت الهجمات الدامية اليومية بالعراق حيث شملت اليوم عدة مناطق. ففي شمال بغداد، قالت مصادر أمنية إن أكثر من عشرين شخصا قتلوا من بينهم ضابط برتبة عقيد في تفجير سيارة استهدف قوة أمنية بمنطقة الطارمية.
كما قتل أربعة أشخاص وأصيب 25 في تفجير سيارة مفخخة في حي النهروان جنوب شرقي العاصمة.
وفي عملية أخرى، قتل مدني وأصيب أربعة آخرون بجروح بانفجار عبوة ناسفة بمنطقة الجعارة بقضاء المدائن جنوبي بغداد صباح اليوم.
وقال مصدر بوزارة الداخلية إن مسلحين مجهولين اغتالوا شخصيْن أحدهما مسؤول بوزارة التجارة بمنطقة الغزالية غربي بغداد.
وفي مدينة الرمادي مركز محافظة الأنبار (100 كلم غرب بغداد) هاجمت سيارة مفخخة نقطة تفتيش مشتركة للجيش والشرطة، وقتل وأصيب عدد من قوات الأمن.
وعن التفجير، قال النقيب شرطة علي مرعي إن ثلاثة أشخاص -هم جنديان ومدني- قتلوا وأصيب سبعة بينهم أربعة من الشرطة بجروح في انفجار سيارة مفخخة.
كما انفجرت عبوة ناسفة بدورية لشرطة مكافحة الشغب في تقاطع الدلافين قرب ساحة اعتصام الرمادي، ولم يعرف حجم الخسائر والأضرار على الفور.
في الأثناء، أصيب أحد عناصر الصحوة بهجوم مسلّح بقرية الشيخ حمد بالساحل الأيسر من قضاء الشرقاط شمال تكريت مركز محافظة صلاح الدين.
وفي السياق، قال مصدر بشمال تكريت إن مسلحين مجهولين أطلقوا النار على ضابط شرطة برتبة رائد بناحية الصينية غرب قضاء بيجي، ما أدّى لمصرعه بالحال.
ويشهد العراق منذ بداية العام الجاري تصاعدا لافتا للعنف، قتل فيه أكثر من 6350 شخصا طبقا لإحصاءات وكالة الصحافة الفرنسية، من بينهم 164 شخصا منذ بداية الشهر الجاري.

A Lyon, l'OM va se tourner vers la relance qu'il vise en L1. Vingt ans après une Ligue des champions remportée à Munich et qui est désormais bien trop grande pour lui.
Laissé seul par la négligence de Mendes, il n’avait rien pu faire sur l’ouverture du score de Lewandowski (4e). A trois minutes de la fin, c’est Grosskreutz (préféré à Günter) qui l’a trompé pour donner une place en 8es au finaliste malheureux de la dernière Ligue des champions. Pas aidé par le mauvais match de Lewandowski en pointe, le Borussia a eu très chaud malgré l'omniprésence de Sahin (148 ballons). L’OM d’Anigo, lui, va se tourner vers la relance qu’il vise en Ligue 1 lors de son déplacement à Lyon. In case you needed proof that kids are heroes, look no further than 11 year old Jean Fernandes, who loves animals so much he stopped oncoming traffic to save an injured dog.
The dog was hit by a car and the driver of that car just kept driving. Jean Fernandes couldn't leave the dog in the middle of the road and risk it getting hit again, so he risked his own life instead



Rubia Lilliana Rose, Jean's mother, told BioBioChile that her son loves animals and rescues those which he finds abandoned or abused.
When he saw the injured dog, he wove himself between oncoming cars in order to reach the animal. 
Mel, the dog Jean saved, is one lucky pup. He is in the care of veterinarians but is doing well.
